Task force on job evaluation, re-organization of the staff structure and financing of Makerere University

Abstract: 
The genesis of this Task Force is the Makerere University staff strike over salary related issues that took place in September 2011 and Government’s response to it. The decision to establish the Task Force was taken at a meeting held in the Office of the Prime Minister (OPM) chaired by the Rt. Hon Amama Mbabazi, Member of Parliament and the Prime Minister of Uganda. It was attended by Ministers and senior officials of the Ministry of Education and Sports (MoES); Ministry of Finance, Planning and Economic Development (MoFPED); and the Chancellor, Chairperson and Members of Council, Management and Staff representatives of Makerere University. The meeting mandated the Chairperson of Makerere University Council to appoint the Task Force at the behest and on behalf of Government. It was agreed that the long standing grievances and resultant disputes between the University Staff and Management should be comprehensively and sustainably resolved. This would mitigate further deteriorating staff morale, and negative industrial relations; given their deleterious impact on the overall performance and pursuit of the core mission of the University.
